Peru: Investing more than $4 billion to boost port sector

The Peruvian port sector is going through a critical period of expansion, which includes strategic investments, regulatory reforms and events of great international significance. The construction of the new Port of Chancay and the optimization of the Port of Callao are milestones in this process, consolidating Peru’s position as an important logistics hub in Latin America.
The president of the National Ports Authority (APN), Juan Carlos Paz Cárdenas, stressed that the recently approved Laws and Regulations No. 32048 and 32049 mark a before and after in the development of the sector.
One of the regulations strengthens the national port system, while another establishes a regulatory framework for cabotage, facilitating the transshipment of goods between the country's main ports: Paracas, Chancay, Callao, Salaverri, Paita, Chimbote, Matarani and Ilo. These measures are expected to boost cabotage trade in the coming years, creating new opportunities for Peruvian investors and exporters.
"The growth of the port sector is thanks to an unprecedented modernization effort, in which Peru will invest more than $4 billion. These infrastructure and technological improvements not only optimize port operations, but also reduce logistics costs and increase the efficiency of Peru's foreign trade," said Paz Cárdenas.
Port modernization and the adoption of new technologies are important factors in consolidating Peru as a regional logistics hub, according to a recent report by the National Center for Strategic Planning (Ceplan).
According to the World Bank’s Logistics Performance Index 2023, Peru received a score of 3.0 out of 5.0, ranking 61st out of 139 countries, which also shows the need to increase investments in port modernization and customs digitalization to enhance the competitiveness of the sector.
Peru’s growing role in the logistics industry is reflected in its hosting of Latin America’s most important port event, AAPA LATAM 2025. The event will be held in Lima from June 24 to 27 in partnership with the Peruvian National Ports Authority (APN), with the participation of more than 600 government officials, executives, investors and industry experts.
The agenda for this year’s Annual Congress will include technical visits to port terminals, conferences with international speakers, a trade show featuring leading international companies and ports, and the opportunity to establish key contacts and strategic alliances with them.
