Export Guidelines for Pre-prepared Meals

With the rapid development of the food industry and the improvement of food preservation technology, ready-to-cook, ready-to-heat, ready-to-eat foods continue to grow at a high speed, showing a new consumption trend. Most ready-to-cook and ready-to-heat foods are called pre-prepared meals. What preparations are needed for exporting pre-prepared meals overseas? Let's take a look.

1. Registration of customs declaration units

(I) In accordance with the requirements of the "multi-certificate integration" reform, when an applicant applies for market entity registration with the market supervision department, he or she may check the customs declaration unit filing as required, supplement the relevant filing information, and simultaneously apply for customs declaration unit filing. The market supervision department completes the registration in accordance with the "multi-certificate integration" process and completes data sharing with the General Administration of Customs at the level of the State Administration for Market Regulation. Enterprises no longer need to submit filing applications to the customs.

(II) If the enterprise does not choose to submit the application in the "multi-certificate integration" mode, it can submit the customs declaration unit registration application through the China International Trade "Single Window" (https://www.singlewindow.cn/) or "Internet + Customs" (http://online.customs.gov.cn/). After review, if the registration materials are complete and meet the customs declaration unit registration requirements, the customs will register them within 3 working days.

(III) After the filing is completed, the enterprise can log in to the "China Customs Import and Export Enterprise Credit Information Publicity Platform" (http://credit.customs.gov.cn/) to query the filing information. If it is necessary to obtain written filing information, it can print the "Customs Declaration Unit Filing Certificate" online through the China International Trade "Single Window".

II. Registration of Planting and Breeding Farms for Exported Food Raw Materials

The raw materials for exported food include the following types of food, and the raw material planting and breeding farms need to be registered:

Vegetables (including cultivated edible fungi), tea, rice, poultry meat, eggs, pork, rabbit meat, bee products, and aquatic products.

1. Application method

Planting and breeding farms can apply for registration with the local customs by logging into the "Internet + Customs" integrated online service platform (website: http://online.customs.gov.cn).

How to check the registered list of export food species and breeding farms: General Administration of Customs (http://www.customs.gov.cn) → Enterprise Management and Inspection Department → Information Services.

III. Registration of Export Food Production Enterprises

1. Registration conditions

1. Food production, processing and storage enterprises with independent legal person status listed in the "Catalogue of Products Subject to Registration of Export Food Production Enterprises" within the territory of the People's Republic of China, excluding production, processing and storage enterprises of export food additives and food-related products.

2. The enterprise has obtained a food production license in accordance with the law.

3. The enterprise has established and implemented a food safety and hygiene control system with hazard analysis and preventive control measures as the core. The system should also include a food protection plan.

4. Export food production enterprises shall ensure the effective operation of the food safety and hygiene control system, and ensure that the production, processing and storage of export food continue to comply with the relevant laws and regulations of my country and the safety and hygiene requirements of export food production enterprises, as well as the relevant laws and regulations of the importing countries (regions).

(two)Application Process

1. Log in to the "Internet + Customs" integrated online service platform → Enterprise Management and Audit → Registration and Approval of Export Food Production Enterprises.

2. Fill in the contents in the system truthfully and upload the attachment "Application Form for Registration of Export Food Production Enterprises".

4. Export Process

1. Export declaration

1. Before applying for export, you should confirm whether the country (region) to be exported has any entry requirements and registration requirements.

2. The exporter of exported food or its agent shall apply to the customs authority of the place where the export food production enterprise is located or the place where the goods are assembled, with the necessary documents such as the contract, invoice, packing list, factory acceptance certificate, and supply certificate of raw materials for export food processing.

3. When applying, the exported food should be declared one by one according to the name, specification, quantity/weight and production date.

(II) Customs clearance

1. According to the system control requirements, if there is no on-site inspection or laboratory inspection instruction, it can be released directly; if there is an on-site inspection or laboratory inspection instruction, the customs will conduct on-site inspection or laboratory inspection of the product according to the instruction requirements.

2. If the goods meet the requirements after on-site inspection and random inspection by the customs, they will be allowed to be exported and the inspection and quarantine certificate will be issued in accordance with the regulations; if they do not meet the requirements, the customs will notify the exporter or its agent in writing; if technical treatment can be carried out, they will be allowed to be exported after the technical treatment is qualified; if technical treatment cannot be carried out or if the goods still fail to meet the requirements after technical treatment, they will not be allowed to be exported.

V. Handling of Overseas Notifications

When a foreign country reports that the exported food is unsafe, the customs will take the following measures:

1. Understand and verify relevant circumstances from relevant companies.

2. Conduct verification on relevant enterprises according to the circumstances.

3. Urge enterprises to implement rectification and take measures to strengthen management.

4. Report relevant situations to local governments.
